Hans Lindblad, the tax secretary for the department of finance says:
- We suggested a bigger tax increase on oral smokeless tobacco compared to cigarettes because among other factors, the tax on oral smokeless tobacco is a lot lower than cigarette taxes. As well, it is easier to increase taxes on oral smokeless tobacco because the risks of oral smokeless tobacco smuggling are not the same as in the case of cigarette smuggling.
